The Governing Board of the Grizzly Ranch Community Services District does ORDAIN as follows:

Mandatory Water Conservation


This Ordinance is necessary and in accordance with the authorities prescribed by California Water Code Section 31026 and 31027. The conservation measures and enforcement actions shall become effective immediately upon adoption of this Ordinance and shall remain in effect until rescinded. The provisions of this Ordinance shall prevail and control in the event of inconsistency between this Ordinance and any other rules or regulations of Grizzly Ranch Community Services District. The Clerk of the Board of Supervisors is hereby directed to publish this Ordinance for a period and in the manner required by Water Code Section 31027.

Findings and Authority

California is experiencing one of the most severe droughts on record. Governor Brown has declared a drought State of Emergency on April 25, 2014 and called upon all Californians to do their part to reduce their water usage.

The State Water Resources Control Board approved an emergency regulation for statewide water conservation and has mandated all water suppliers institute mandatory water conservation. Section 865 Mandatory Actions by Water Suppliers approved May 5. 2015, states that each distributor of a public water supply that is not an urban water supplier with less than 3,000 connections shall either limit outdoor irrigation of ornamental landscapes or turf with potable water by the persons it serves to no more than two days per week, or reduce by 25 percent deduction its total potable water production relative to the amount produced in 2013.

In accordance with the State Water Resources Board, effective immediately, outdoor irrigation of ornamental landscapes or turf with potable water by the persons it serves to no more than two days per week.


End User Requirements

As per the regulations adopted by the State Water Resources Board, the following activities are prohibited per CA water code Section 864: No excessive irrigation: Irrigation in a manner that causes or allows potable water to run off property onto sidewalks, gutters, streets, ditches, or storm drains is prohibited. No Landscape Watering during and within 48 hours after measurable rainfall. Hose nozzles required. All hoses must be equipped with a shut-off nozzle. No Washing Down Hard or Paved Surfaces. Customers may not wash down sidewalks, walkways, driveways, parking lots, patios or other paved surfaces for sealing. Limit Watering to Designated Watering Days to be Tuesday and Friday. Watering allowed on Tuesday and Friday ONLY. No Watering Between 10am and 6pm.


In the event the water supply diminishes to a more extreme shortage; the Board may further limit outside water usage.


As per CA Water Code Section 864, the taking of any action prohibited in subdivision(a) of this section, in addition to any other applicable civil or criminal penalties, is an infraction, punishable by a fine of up to five hundred dollars ($500) for each day in which the violation occurs.

Effective and Operative Dates; Publications; Codification

This ordinance shall become effective thirty (30) days after its date of final adoption. It shall be published in the Feather River Bulletin, a newspaper of general circulation in Plumas County, within ten (10) days of final adoption.
